The problem is we don’t know the username. Is there any way to find a TikTok account without knowing the handle?

I tried Scannero to look up the person’s username across other platforms - turned out they used the same handle on Instagram where their TikTok was linked. You could also try screenshotting distinctive elements from the video like decorations or text overlays, then reverse image search them. Sometimes people repost their TikToks elsewhere with the same username visible.
